They've had these for younger drivers for a long time in my state. Drops rates considerably.. Some guy always brags on the internet around here about how it caught some kid doing 95 and his dad took the car away from him

Depends on the kid.
If you had a kid that proved time and again to be irresponsible and he was the only one that drove the car - maybe.
But for my personal vehicle - hell no.
