Default Hankook Ventus Opinion and "Oversizing" Experience

Have any of you had any experience with the following tires?

Hankook Ventus V12s:
Hankook*Ventus V12 evo K110

I'm thinking of upgrading my stock wheels on my 2013 Accord to some 19s, and like the look/price/specs of these tires. They seem to have pretty good reviews, and come in fairly cheap. No snow here, so that's a non-issue.

My stocks are very similar to these, Michelin Primacy MXM4:

Also by changing to this size tire, I'll be increasing my overall diameter by a few mm, resulting in a predicted 1.2% difference. This doesn't seem like much, and I don't expect it to be. But I've always tried to match the ODs exactly. Unfortunately, 235/40/19s are very hard to come by. Has anyone increased the OD slightly, and did you notice any effects? Like a real change in speedo reading?
