Default Why do car dealers charge a Dock fee?

Every time I hear a car ad on the radio....the guy at the end of the ad says "plus a $495 dock fee". WTF! Arent there manufacturing plants for nearly all car companys in the USA now? I could see it they were getting the cars off a boat at a dock...but they are not. So how and why are dock fees stilll allowed?
